The problem
Clean energy technologies are proven, increasingly affordable, and ready to use. Yet in underserved regions, the markets that would carry them are not yet working. The missing piece is not innovation, but the market conditions that investment and enterprise need to take hold.
Five barriers
These five barriers hold markets back:
- Regulatory uncertainty and weak policy implementation make it hard for developers and lenders to assess and price risk.
- Limited investor confidence and perceived market risk keep the pipeline of investable opportunities thin.
- Pilots prove that the technology works but lack the institutional and commercial conditions to replicate at scale.
- The actors who make energy markets work, from developers and financiers to regulators and distributors, operate in silos.
- Decision-makers lack the data on market size, technology performance, and commercial viability needed to invest at scale.

Across all three outcome areas, we bring together governments, enterprises, financiers, donors, and delivery partners to solve constraints none could tackle alone. Energy markets often stall simply because these actors work apart; much of our impact comes from connecting them and turning isolated efforts into lasting change.
